The California electric grid is undergoing a significant transformation. California is implementing a renewable portfolio standard (RPS) which requires that 33 percent of retail energy sales be met by eligible renewable energy by 2020. In parallel, over 12,000 MWs of Once Through Cooling (OTC) generation resources are scheduled to retire over the next eight years.
The California ISO anticipates that there will be a significant capacity gap as early as the end of 2017 and this will grow to 4,600 MW by 2020. Renewable integration is making the operating characteristics, such as fast start and flexible ramping, key to maintaining grid reliability and alleviating price volatility.
The California ISO and the California Public Utilities Commission (CPUC) are pursuing separate but related initiatives to prevent a potential conventional generation retirement. Simultaneously, the California ISO has initiated a new stakeholder initiative focused on forward capacity procurement for flexible generation.
